At the 2004 Institute for Security Studies' anticorruption conference, officials from Lesotho, South Africa, the World Bank, and other governments gathered to discuss and dissect not only the LHWP scandal but other Southern African corruption. At that conference, Fine Maema reminded the participants that the World Bank had praised Lesotho's actions in its 1999 meeting and that while "promises of assistance in these prosecutions were made from various quarters" because of the "considerable drain on Lesotho's financial resources," none of that promised help had materialized. Despite the lack of financial support and the public criticism from international companies, Lesotho had persevered with the cases, making for a true David and Goliath story.
